Pasco MPO approves US 301/Wire Road TIP amendment, names TAC and BPAC members; delays BPAC removal

The Pasco Metropolitan Planning Organization board on April 10, 2025, voted to approve an amendment to the MPO’s Transportation Improvement Program (TIP) requested by Florida Department of Transportation District 7 to add intersection and operational safety improvements at the intersection of Wire Road and U.S. 301 north of Zephyrhills.

Scott Barry presented the FDOT amendment request, telling the board the project would install traffic and pedestrian signals and other intersection safety features intended to improve operations and safety at the crossing. The board moved, seconded and approved the amendment; the meeting record shows the motion carried with the board voice vote “all in favor, aye.” The presentation indicated the project would be added to the TIP and would not displace any currently programmed projects.

The board also approved staff recommendations to appoint Kevin Collier as an alternate member and Rebecca Bogue as a regular member of the MPO Technical Advisory Committee. Pasco MPO staff identified Collier as a planner for Pasco County Parks and Natural Recreation Department and Boque/Bogue as a senior planner for active transportation in the county’s Planning, Development and Economic Growth Department. Separately, the MPO considered a request from staff to remove Dennis Cagle as the District 5 representative from the Bicycle and Pedestrian Advisory Committee (BPAC) for insufficient participation; staff said Cagle had been absent from nine meetings over the past 12 months. The commissioner who had appointed Cagle asked for time to contact him and requested the item be delayed to the next MPO meeting; the board the approved that delay by voice vote. At the meeting’s end the board unanimously approved a nomination to the BPAC, confirming Allison Crumbley as a member.

Other routine actions recorded in the meeting included approval of minutes from previous meetings and advisory committee updates presented by the Citizens Advisory Committee, Technical Advisory Committee and Bicycle & Pedestrian Advisory Committee.
