The Jacksonville City Council approved contracts to add playground and outdoor fitness equipment at Lincoln Park, part of a previously awarded Texas Parks and Wildlife Department (TPWD) matching grant.
Staff said the city received a TPWD matching grant valued at $300,000 in March 2024; the grant requires a 50 percent local match. Council approved a contract with GameTime/Cunningham Recreation to purchase and install playground equipment and accepted a purchase of outdoor fitness equipment from Greenfield Outdoor Fitness Inc. Staff said the projects will be managed by the city’s parks director to reduce costs rather than contracting full general-contractor work.
The playground items include ADA-accessible features such as accessible teeter-totter and multiple-bay swings; the fitness package includes six exercise units with seating options and wheelchair-accessible bays and signage. Both purchases were made under BuyBoard cooperative contracts (BuyBoard contract 67922), which staff said do not require separate competitive bidding by the city.
Councilwoman Letitia Horace moved to award the playground contract; Councilwoman Mindy Gellert seconded. The council approved the motion by voice vote with no opposition. A separate motion to purchase fitness equipment, moved by Letitia Horace and seconded by Councilman Rob Goin, also passed without recorded opposition.
Council members praised staff and community partners for fundraising and assembling the project, saying the improvements will create a valuable community amenity.
