City outlines May 3 special election for municipal development district in ETJ and a half-cent sales tax

City staff told the Jacksonville City Council they had called a special election for Saturday, May 3, asking ETJ voters to consider creation of a municipal development district (MDD) funded by a half-cent sales tax increase.
The proposal would increase the sales-tax rate in the ETJ from 6.75% to 7.25% (an additional 50 cents per $100), with revenues required to be spent back in the purple-buffered ETJ area shown on staff materials. Staff emphasized that only registered voters who live in the ETJ may vote in the election; city residents who do not live in the ETJ cannot vote in this measure even though the council called the election.
Staff said the sample ballot is posted on the city's website in English and Spanish, and that early voting will take place at the library. The city is coordinating with the Cherokee County Elections Office to link the registered voter list when it becomes public per state law (30 days before the election). City staff compared the MDD structure to JEDCO in that the MDD'collected revenues must be spent in the ETJ and do not reassign existing city revenue between groups.
City staff invited civic groups to ask questions and noted outreach materials are available on jacksonvilletx.org.
