Jacksonville — The Jacksonville City Council completed several routine and action items in a single meeting, approving the consent agenda, authorizing a financial advisory contract, and rejecting two proposals for grant administration for the downtown sidewalk improvement project.

The council approved the consent agenda 5‑0. Items included approval of minutes, a purchase to Tyler Technologies to update city software, a resolution amending the bylaws of Jacksonville Beautiful, and a street closure for the Taco Cook Off. The motion to approve the consent agenda was made by Councilman Rob Goen and seconded by Councilwoman Mindy Gallop.

On a separate motion, the council authorized the city manager to enter into a two‑year agreement with Deep Blue Investment Advisors for discretionary portfolio management and increased reporting; staff said the firm would manage approximately $41.2 million in funds under advisement (including about $22 million in bond proceeds). The motion was made by Mayor Pro Tem Craig, seconded by Rob Goen, and carried by unanimous voice vote.

On the downtown sidewalk improvement project, staff reported receipt of two proposals for grant administration and recommended rejecting both to reissue the solicitation pursuant to grant guidelines. The council voted to reject the two proposals; staff will restart the procurement to comply with grant requirements.
