Council authorizes application for up to $1 million downtown revitalization CDBG grant

The Jacksonville City Council voted to authorize submission of a Texas Community Development Block Grant application aimed at continuing downtown streetscape work.
Shane Pace, president of Jacksonville Economic Development Corporation (JEDCO), and city staff described the proposal as a continuation of prior sidewalk reconstruction in the 100 block of Commerce Street. The maximum award under the program has been raised from $500,000 to $1,000,000; the required local match can be as low as 2% ($20,000) or as high as 5% ($50,000) depending on scoring.
City staff said JEDCO unanimously approved working with the city to apply and that JEDCO would offer a $50,000 match to obtain maximum points in scoring. Consultants and engineers are preparing plans and a phasing strategy if the award is granted. Plans discussed include stamped pavers, signature intersections, bump-outs, lighting and irrigation in the block south of Highway 79, east of Hazel Tilton Park and west of City Hall.
Councilwoman Letitia Horace moved to authorize filing the preliminary application; Councilwoman Mindy Gellert seconded. The council voted by voice, with all in favor, and the motion carried. City staff emphasized that submission is a preliminary step and that award and project phasing will depend on the grant scoring and available funds.
