At a regular meeting, the City of Manor Planning and Zoning Commission recommended rezoning one 4.879-acre lot at 16023 East U.S. Highway 290 from GEO (General Office) to C-2 (Medium Commercial), while explicitly excluding gasoline stations (limited and full service) and mini-storage warehouses.
The recommendation came after a representative for the property described the intended uses as small retail, office and office-warehouse “flex” buildings and said the owner does not plan large-capacity uses. Randy Clope, speaking for the applicant, said: “There will be no chemicals stored on-site, no bars, no restaurants, no large capacity. It's all small or low occupancy businesses. Each building is less than 12,000 square feet.”
Staff told commissioners the developer’s earlier letter of intent did not include the level of detail provided at the meeting and noted that the applicant had asked for a C-3 designation previously but that the commission’s motion changed the recommendation to C-2 with listed exclusions. Commissioners discussed the local context: staff identified similar uses nearby, including a recently approved C-3 parcel (16011 E. U.S. 290) with construction-equipment sales in the vicinity.
Commissioners also asked about traffic and public access; staff reminded the body that zoning is a preliminary land-use action and that any required traffic improvements would be considered later with site or subdivision plans. The applicant said he was not aware of any planned road-work tied to this rezoning application.
A motion to recommend rezoning the parcel from GEO to C-2 with excluded uses (gasoline station—limited; gasoline station—full service; mini storage warehouse) was made and seconded; the commission voted to approve the recommendation by voice/hand vote.
Votes at the meeting were recorded by show of hands; the motion passed and staff will forward the commission’s recommendation to the city council as part of the zoning process.
