The Manor Planning and Zoning Commission voted to approve a C2 (medium commercial) zoning for 51.3 acres at 14704 U.S. Highway 290 after hearing public concerns about flooding and traffic and a developer representative’s description of intended uses.
The parcel, requested for rezoning from SF‑1 (single‑family suburban) and agriculture to C3 (heavy commercial), drew several speakers concerned about Cottonwood Creek flooding and added traffic along FM 1100. In public comment, Daryl Swinson said Cottonwood Creek runs through nearby property and recalled “200‑year floods in the last 35 years,” and asked whether drainage impacts to adjacent properties had been studied. RJ Mason, whose property sits across U.S. 290 from the site, said he was “concerned about the effect of the additional traffic” and said he did not know what uses C3 would allow.
Staff and the applicant said additional, site‑level reviews would be required later. City staff explained that any development within the city that exceeds defined trip thresholds must provide a traffic impact analysis and mitigation measures. Jose Lozano, a project representative with LGA Engineering, said the developer intends to keep open space in the floodplain and that an RV park is the only specific use identified so far; he said drainage improvements “would have to be designed in ways to not impact any adjacent or downstream properties.”
Commissioners discussed the breadth of uses allowed under C3 versus C2. Commissioner Davis warned that C3 contains a “large laundry list of permissive uses” and noted the parcel’s adjacency to single‑family homes. Staff pointed out that some uses listed as specific or conditional would still require additional approvals if requested later.
On a motion to approve the rezoning under a C2 designation, the commission voted 5–1 in favor. The motion to approve under C2 was made by Commissioner Meyer and seconded by Commissioner Stetson. The commission’s approval sets zoning but does not authorize any specific site plan; future development proposals will require separate site and permitting reviews, including any traffic mitigation or special‑use approvals required by the zoning ordinance.
Because staff had posted a recommendation for C2 prior to the meeting, commissioners framed the vote as choosing the staff‑recommended zoning band rather than the applicant’s requested C3.
