Manor delays final action on Youth Advisory Council bylaws; staff to return with refined proposal

The council convened into executive session for legal review and returned to open session without making formal appointments or finalizing the resolution; staff was directed to return with additional detail.
City staff provided a draft resolution and supporting documents that would amend existing resolutions (2024-20 and 2024-37) to establish a staff liaison and a council liaison to support the YAC. Veronica Rivera, assistant city attorney, noted areas in the draft that needed completion (for example, precise term language and any required clauses) and advised the council on how to reflect dates and terms in the document if the council chose to act.
Administration staff said they planned to assign YAC support under the Administration or City Secretary’s office rather than to a single staff member so there would be coverage and continuity if a staff liaison is absent. Councilmembers discussed program elements they want clarified: travel and transportation, chaperoning and liability rules for out-of-city activities, length of student terms and term limits, and whether a city-council liaison is required immediately or should be deferred.
Councilmembers considered creating an ad hoc council committee to assist staff and legal with developing the bylaws and program rules. Staff said that if council wants an ad hoc committee, a motion should name two councilmembers to serve; no motion to create such a committee was adopted that evening. Instead, council asked staff and city legal to incorporate the feedback received in executive session and to return with the resolution, bylaws and program documents at a future council meeting.
Why it matters A Youth Advisory Council would create a formal channel for student input on city policy and programs affecting youth. Questions about staffing, chaperone and travel policies and term lengths affect liability, staffing needs and program cost. Councilmembers repeatedly emphasized the need to protect youth safety and ensure adequate administrative support.
