Manor Council approves multiple financing agreements, rental permit and land purchase; delays one business grant

Manor City Council members on March 19 approved a package of financing agreements and land purchases while postponing a single business rental-assistance request until the council's April 2 meeting.

The council unanimously approved three lease-purchase resolutions to finance vehicles and equipment through Government Capital Corporation: seven public works units under Resolution 2025-10, replacement and new IT equipment under Resolution 2025-11, and police vehicles and equipment under Resolution 2025-12. Council members said the financing spreads payments over five years at 5.37 percent; first payments begin in March 2026.

The IT purchase covers replacement laptops (staff said some devices dated to about 2011) and is intended to reduce operational risk from obsolete hardware. The police package includes patrol and Criminal Investigation Division vehicle replacements, two new police motorcycles and the outfitting of a previously purchased transport van.

Council also approved a property use agreement between CC Leisure, LLC and the city to allow a rented event on East Development Number 1 (the “Big Bounce of America” event). The documents filed with the city require the private promoter to provide insurance and…
