Council waives bidding for senior center HVAC maintenance and approves emergency DPW HVAC procurement

The Lincoln Town Council voted on March 27 to waive competitive bidding for scheduled maintenance of the senior center's geothermal HVAC controls and to approve an emergency procurement to replace the HVAC unit at the Department of Public Works (DPW) highway garage.
The purchasing committee reported two items: a waiver and award to Automatic Temperature Controls (ATC) for senior center HVAC maintenance in the amount of $4,843.08, covering two service/maintenance sessions and on-call service; and an emergency procurement for an HVAC unit at the DPW highway garage, also through Automatic Temperature Controls, in the amount of $19,007.37. The DPW director reported the existing system at the garage had failed and required full replacement to maintain working conditions for highway staff.
Chairman of the purchasing committee moved to recommend both awards; Councilman Russo and others seconded according to the record. Councilors approved both items by voice vote. The DPW procurement was carried as an emergency purchase and will be paid from the DPW budget using the Rhode Island MPA cooperative purchasing vehicle, per committee discussion and the council vote.
A councilor asked whether emergency purchases normally bypass the purchasing committee; the solicitor and committee members confirmed it was not improper to bring emergency items first to the purchasing committee and then to the full council in this instance.
