The action began during the council's license hearing when applicant Diego Contreras said he was applying for a beer-and-wine license and asked about future conversion to a full-liquor license. No members of the public spoke for or against the application. Councilman Russo moved to approve the BBL license; Councilman Oni seconded, and the council approved by voice vote.
During the same hearing the council considered an entertainment-license request tied to the same application. Contreras described small, family-oriented performances — "a couple of guys" with guitars — and said entertainment would be inside. Councilors amended the application to limit entertainment to Fridays and Saturdays, 5 p.m. to 8 p.m., and Sundays, 2 p.m. to 5 p.m.; Councilman Russo moved approval of the amended hours, seconded by Councilman Buschetta, and the council approved by voice vote.
Later in the meeting the council reconsidered the earlier BBL vote and amended its approval to require that the applicant "provide all the necessary in order for the license to be issued." The motion to reconsider was moved by Councilman Russo and seconded by Councilor Pachet; a subsequent motion to amend the approval to include the paperwork requirement was made by Councilor Buschetta and seconded by Councilman Oney. The amendment passed by voice vote.
The council and the applicant discussed that the entertainment would be inside with doors closed and that the applicant initially had been uncertain about applying for a full-liquor license versus the BBL. The clerk said staff would provide written confirmation after the administrator signs the order, and the applicant was told to email the clerk for a confirmation once the paperwork is ready.
The council took no additional conditions beyond the paperwork requirement and the interior-only entertainment restriction.
