Council members asked about the timing of the phase 1 bid; staff said the schedule depends on the Pennsylvania Department of Environmental Protection approving the water quality management permit and that the team is targeting July for phase 1 to go out to bid.
The council approved the grant-resolution item by voice vote recorded as 3-0.
