City staff told the EDC Jan. 28 that the Dollar General market relocation and the vacated building at 200 West Citadel Parkway (Suite 111) will require a significant remodel estimated between $600,000 and $700,000.
Staff said the YMCA has expressed interest in occupying the renovated space as a Kennedale branch and that the city is exploring options to finance the remodel, including asking developer Craig Hughes to contribute or to provide a 50/50 cost split. Staff said the developer currently has an arrangement under which he would have an opportunity to purchase the building for $1 under terms referenced in the meeting (staff presented a contractual date in the transcript text that was not specified clearly), and that any remodel cost-sharing or ownership decisions would need to be negotiated with the developer.
Staff described the building as needing a nearly total remodel (multiple restrooms, no existing kitchen, and other upgrades) and noted that the YMCA commonly partners with municipalities and sometimes receives discounted rent or other partnership arrangements. The EDC discussed alternatives including the city's use of year-end funds, a bond, or a shared investment with YMCA; staff also said the city is seeking alternative space for City Electric, which factors into broader building-use considerations.
Board members emphasized the long-term value of anchoring the YMCA in the town center but said a blended solution would be needed to protect the EDC's financial interests before committing to a full remodel and long-term discounted rent. Staff said they will continue negotiations with Craig Hughes and the YMCA and return with more detailed cost and partnership proposals.
