The Board of Adjustment unanimously approved BOA Case 25‑02, granting a special exception to allow an impound/storage facility at 1208 East Kennedale Parkway (Greenleaf Addition, Block 1, Lot 1). Staff recommended approval and the board voted in favor.
Joe Palmer, speaking for the Kennedale Alliance of Business Owners, urged the board to approve the proposal, saying the facility “would be a great step to demonstrate Kennedale's intent to welcome businesses to the city” and that the location is appropriate for commercial and industrial uses.
James Bennett, owner of Beards Towing, described the proposed operation as an investigative and emergency-response towing and impound facility, not a typical public impound yard. Bennett said the site would store vehicles for the Tri-County Auto Theft Task Force and other law-enforcement investigations and that police would have live remote access to bays and camera feeds. Bennett said the company has about 57 employees in the Dallas–Fort Worth area and cited facility investments including about $127,000 in perimeter fencing and substantial lighting and camera systems; he said the company has spent just under $1 million on remodeling the site to date and described training provided for local fire departments.
Staff said the site was previously used for salvage operations, is zoned for the use with a special exception, and is consistent with the future land use plan. After questions from board members about public access and the mix of impounded versus accident-damaged vehicles, a board member moved to approve Case 25‑02 as written; the motion was seconded and passed unanimously.
