The Kennedale City Council voted unanimously March 7 to accept Tarrant County Community Development Block Grant funding and to move forward with waterline improvements on North Road.
City staff told the council the project replaces about 1,200 linear feet of 6-inch asbestos-cement line with 8-inch PVC at an estimated construction cost of roughly $300,000; Tarrant County has approved $170,000 and the city will fund the remainder from its water funds and the approved budget.
Council and staff said the portion covered by the CDBG was selected because the area around the Avalon Mobile Home Park meets low-income thresholds required by the grant program; areas farther along Price Road did not meet the federal income or population criteria and therefore were not eligible for the CDBG portion. A staff member said engineering and survey costs were not part of the county construction award and amount to about $28,000 more than the county-funded construction amount.
Council asked staff about the broader inventory of asbestos-cement pipe in Kennedale; staff estimated that roughly half the city’s system still includes older pipe and said removal and replacement occur as development and budgets allow. The motion to approve the CDBG waterline improvements passed unanimously, 5-0.
Council directed staff to coordinate final contract documents with Tarrant County, ensure engineering and survey work is funded from city sources, and return any required contract documents to the council for signature as required by the county grant process.
