Council authorizes RFPs for Newman Park bridge replacements and downtown revitalization grant services

The Sweetwater City Council authorized staff to issue a request for proposals (RFP) re-advertising the bridge replacement work on the Newman Park walking trail and also approved issuing RFPs and requests for qualifications (RFQs) for administrative and engineering services to pursue a 2025 Texas Community Development Block Grant (CDBG) downtown revitalization/Main Street program award.
Why it matters: The bridge replacements address public-works infrastructure on a public trail; the downtown revitalization RFPs position Sweetwater to apply for up to $1 million in CDBG funds to pay for streetscape, sidewalk, lighting and possible demolition of dilapidated structures in a designated nine-block downtown district.
On Newman Park bridges: Staff told the council that earlier bids for the walking-trail bridges came in high. City staff refined the specifications and prepared an RFP to receive new bids solely for the bridges; staff will bring the bids back to council for a final decision.
On the downtown revitalization grant: Staff explained the grant can provide up to $1,000,000 for eligible downtown activities. The Main Street / MDD previously approved a resolution to fund the local match of 10% (up to $100,000). Staff said the downtown district is nine blocks and that the city will need to designate the area and document blight criteria as part of the application. Staff reported Sweetwater scored about 69.5 on last year's grant scoring (below the typical 70 threshold) but said it remains worthwhile to apply.
The council approved both RFP actions by voice vote.
Ending: Staff will re-advertise the Newman Park bridge work and issue RFPs/RFQs for grant-related services; engineering scopes and later bid results will return to council for decision.
