Items highlighted in the packet include: the proposed annexation of 4.73 acres at West MacArthur and West Southwest Boulevard; a request to use $125,000 in available Hyatt proceeds for cancer screenings related to contamination sites in Sedgwick County and about $32,449 for implementing the transit plan (staff noted Hyatt funds already exist for transit implementation and this would add to that fund); annual approval of the order of succession for council positions below the vice mayor; a request to appoint a three-member council panel to hear an appeal of a liquor-license suspension; VOCA funding to support the victims-advocate unit; grant funding to add officers to ICT 2, 3 and 4 units; and continued participation and some funding for the Drug Enforcement Administration High Intensity Drug Trafficking Area (HIDTA) Task Force.
Layton also called attention to consent items in the Jan. 28 preliminary packet that include an on-call HVAC services contract, a change order to traffic signals associated with downtown two-way conversion, and other routine contract awards and travel approvals. Council members asked clarifying questions about the composition of the three-member appeal panel; staff and council recalled prior panels included the district council member and rotating members, but the council did not adopt a new policy during the Jan. 17 review.
No formal votes on these consent items were taken at the Jan. 17 agenda review; staff said the items are scheduled for action on upcoming agendas. Several items list funding sources in the packet (Hyatt proceeds, VOCA grants) but the Jan. 17 discussion did not provide full contract text or grant agreements; staff said those documents would be supplied to council members.
