Council approves special-assessment petitions for multiple residential and commercial subdivisions

The Wichita City Council approved petitions for public improvements covering several residential and commercial developments, agreeing that construction costs will be recovered through special assessments on the benefiting properties. The motion passed 7–0.
Paul Gonesman, Public Works and Utilities, told council the petitions contained signatures representing 100% of each proposed improvement district and were valid under Kansas statute. "The signatures on the petitions represent 100% of the improvement district, and the petitions are valid per Kansas statute," Gonesman said.
Projects listed by staff included: - Castaways North Addition (District 3): water, storm drainage, sanitary sewer and paving for a new residential development; costs to be covered by special assessment. - Renwick Fourth Edition and Castaways North Edition (District 6): water, storm drainage, sanitary sewer and paving for new residential development; costs to be covered by special assessment. - Yellowstone Commercial Edition (District 4): water, drainage and sewer improvements for new commercial development. - Yellowstone Edition (District 4): water, storm drainage, sanitary sewer and paving for new residential development.
Council asked staff to provide additional information on infill parcels inside city limits that could be used for housing without requiring new public improvements. Staff said they would review plan files and return a count of potential infill locations.
Vote and effect: Council member Ballard moved approval; the motion passed by voice vote, 7–0. Staff recommended adoption of resolutions and authorization of signatures to proceed with petition processing and project budgeting. Work will proceed under the city's special-assessment process, and property owners in the improvement districts will be assessed for the improvements.
Ending: Staff will return to council with follow-up details on infill location counts and the formal resolution language as the projects advance through the assessment and design process.
