City staff outlines $11.65 million in proposed water projects, MOU amendment and monitoring ahead of new treatment plant

City Manager Bob Layton told the Wichita City Council during the Jan. 17 agenda review that the Jan. 28 preliminary agenda will include a request to approve $11,650,000 for six water-improvement projects.
Layton also highlighted a proposed second amendment to the memorandum of understanding with Service Employees International Union (SEIU) to provide ongoing funding for positions tied to the new water treatment plant and an associated compensation plan the city has implemented. He said the amendment would allow continued funding of those positions.
In addition, the agenda packet includes a separate agreement to monitor water quality once the new water treatment plant brings supplies together from multiple facilities; Layton said the city needs to ensure the proper mix and treatment of the water.
At the Jan. 17 agenda review staff framed these items as forward-looking approvals to be considered on the council’s Jan. 28 consent agenda; no formal council votes were recorded during the Jan. 17 review. Specific contract terms, MOU text, and timing for implementation were not included in the Jan. 17 review discussion; Layton said staff would provide additional materials to the council as requested.
Council members asked follow-up questions about the MOU and contract details; Layton said staff would provide the full agreements and supplemental documents to council members.
