Council amends Community Unit Plan to allow entertainment and alcohol at fitness‑center parcel with parking condition

The City Council on Feb. 15 approved an amendment to the CKM Community Unit Plan (Parcel 3B) to permit an entertainment establishment and associated alcohol service on property occupied by a fitness center at the northwest corner of East Central Avenue and Woodland Boulevard.
Scott Whadel of the Planning Department explained that the request covers only Parcel 3B (about 1.45 acres) and that the site is already developed as a fitness center. The Planning Commission recommended approval 13–0 after public hearings. At the District Advisory Board (DAB) meeting, an adjacent property owner raised concerns about late‑night events and overflow parking; the DAB recommended approval with two additional suggestions, including erecting a fence on the east property line if possible.
During the council vote, Council Member Johnson moved approval of the Planning Commission recommendation with an additional, council‑adopted condition requiring the site owner to communicate parking protocols to event organizers and attendees. Johnson said the communication requirement was intended to help address neighboring property owner concerns about overflow parking. The motion passed unanimously by a 7–0 roll call.
The Planning staff memo notes that some protest petitions were submitted after the formal 14‑day protest period and are therefore invalid; the council’s action was taken under a simple majority rule. The resolution adopting the CUP amendment directs the city clerk to publish the resolution per ordinance.
The council did not receive public comment on the zoning change at the meeting because zoning public hearings occur at the Planning Commission; the council’s action implements MAPC findings and the added parking‑communication condition.
