The Bastrop Planning and Zoning Commission on March 27 nominated commissioners to serve as liaisons to other city boards and adopted a work plan that sets expectations for liaison reporting, member preparation and staff onboarding for new commissioners.
Commissioners moved to fill vacancies on several advisory boards. After discussion, the commission confirmed nominations for Main Street, Construction Standards and the Cultural Arts Board (specific liaison assignments were confirmed during the meeting). Commissioners agreed staff will provide an overview of each board, the staff liaison contact and meeting schedules to the appointed commissioners.
During discussion, commissioners and staff clarified the role of a liaison: attend the other board’s meetings as an information conduit, advise when necessary, and report back to Planning and Zoning. The commission voted to add explicit language requiring board liaisons to attend meetings of the boards they represent as part of the work plan.
The commission then discussed and adopted a multi-item work plan that formalizes recurring responsibilities. Key points added during the meeting include quarterly reporting or updates from liaisons (to be scheduled across meetings rather than concentrated in a single meeting), an expectation that members come prepared to meetings (read packet materials, visit project sites when feasible, and consult staff in advance), and a staff-led onboarding/orientation process for new commissioners covering core documents and responsibilities.
Commissioners discussed how staff will support the board by providing better pre-meeting information and clearer staff recommendations. Staff said they will continue to present factual compliance information and noted staff will work to provide clearer recommendation language and better packet materials where possible.
All motions related to liaison nominations, the attendance requirement for liaisons, and adoption of the amended work plan carried by voice vote during the meeting; commissioners indicated unanimous support in recorded “aye” votes during roll calls and voice votes.
