The Wichita City Council on Tuesday approved the Cultural Funding Committee’s recommended allocations for 2025, including 22 Artist Access Grants and annual operating partnership adjustments for the city’s cultural institutions.
Lindsay Bonacca, Division of Arts and Cultural Services, told the council the Artist Access program supports professional development for individual artists (not direct creation grants). Staff received a record 71 applications for Artist Access Grants; the committee recommended funding 22 awards within the program budget. Bonacca said some awards were fully funded and most were prorated based on scoring. She noted growth in the operational grant program as well: operational grants supported 37 organizations in the current cycle, up from 23 the year before.
Why it matters: The grants and institutional allocations are part of the city’s cultural-arts strategic plan and are intended to expand professional opportunities for local artists, strengthen nonprofit arts organizations and capture economic impact from cultural activity.
Budget and process: Staff estimated $509,000 total grant funding for the fiscal year; $495,000 was allocated to operational grants and the remaining amount provided for Artist Access Grants. The cultural funding process is overseen by an 11-member committee (7 council appointees and 4 by the Hertz Council); awards are competitive and applications are reviewed annually.
Public comment and council reaction: Representatives from the Wichita Art Museum and Arts Council spoke in support of city funding; the museum emphasized free admission programs, field-trip support and community services funded in part by city allocations. Councilmember Tuttle moved approval; the motion passed 7-0.
Ending: Staff will execute operating partnership agreements with cultural institutions and implement the Artist Access grant awards; applicants not funded were encouraged to reapply when funding allows.
