The City Council on April 9 authorized a $276,684 capital improvements contract with Hunter Demolition and Wrecking Corporation to demolish the South Glenwood ground storage tank (Bid No. 25015) and adopted a resolution reserving the right to reimburse the expenditure with proceeds of future debt.
Tyler Water Utilities project manager Jacob Bianco said the tank, constructed in the 1940s, had been out of service for decades and prompted a TCEQ exterior-condition violation in February 2022. Staff recommended demolition rather than refurbishment. The scope includes demolition of the tank and foundation, removal of the fence and pump house, capping or cutting existing lines, coordination for overhead electrical and communications, traffic control on South Glenwood and regrading and revegetation of the site after removal.
Two sealed bids were received; the apparent low bidder submitted an incomplete bid lacking pricing on three items, leaving Hunter Demolition and Wrecking Corporation as the qualified low bidder. Staff said Hunter’s contractor application and references were reviewed and deemed qualified.
Councilmember McKellar moved to approve the contract; the motion was seconded and carried on a voice vote. Staff said the well associated with the site (Well 2) is scheduled to be capped in the coming months. The project will regrade and revegetate the site after demolition.
