The board also approved an amendment (identified in department materials as Amendment 7) to a consultant agreement with Consor for the South Main Street and Soda Bay Road corridor improvements. The amendment adds $625,700 for final design, environmental recertification and right‑of‑way services, bringing the contract total to a not‑to‑exceed $3,521,213.31. Director March said right‑of‑way acquisition is the primary barrier to meeting an October delivery deadline tied to grant requirements; the county has applied for a $20 million BUILD grant with awards expected in June.
Supervisor Ramesh Bhati asked whether staff expected any non‑willing sellers that would require eminent‑domain proceedings; Public Works said a few owners had been reluctant in past projects but staff would pursue negotiated acquisitions first and that eminent domain would be a fallback. The board approved the amendment on a 4‑1 vote.
Finally, the board approved Supplemental Service Agreement No. 3 with NCE in the amount of $218,700 for final design of the Nice‑Lucerne Cutoff pavement rehabilitation, with staff describing the site as an arterial corridor and identifying the design phase as necessary to make the project shovel‑ready for future construction grants.
Action and votes: The Argonaut contract award and execution authorization passed by voice vote. The Consor amendment passed 4‑1; the record shows two recorded "nay" votes but not a roll‑call tally of names in the public record. The NCE supplemental agreement was approved by the board without recorded opposition.
