The Troy City Council on April 7 approved adjustments to the meeting calendar to accommodate two upcoming public discussions: a joint meeting with the Planning Commission to review schematic designs for a potential new Troy Public Library and a rescheduling of the April 16 special meeting to focus on the 2025 bond proposal.
City Manager Nastasi reviewed recent steps: a 2024 strategic plan identified the current library building as "functionally obsolete," and in January 2025 council approved a contract with HBM Architects for schematic design and cost estimates. Staff recommended a joint meeting on Monday, April 28 at 6 p.m. at the library so HBM can present preliminary designs and answer questions.
Nastasi also summarized capital conference work and recommended converting the April 16 special meeting into a discussion on the 2025 bond proposal. When asked about timing for budget and bond materials, staff said the budget will be delivered earlier and bond materials may follow later; council approved the schedule changes.
The motion to approve the amended meeting schedule was moved by the chair and supported by Council member Chanda. The council recorded affirmative votes and the motion carried. City staff said they will present HBM materials at the April 28 joint meeting and proceed with bond-proposal briefings ahead of the capital discussion.
