"Emco customizes the testing to meet the needs of the organization and comply fully with Act 78 commissioned requirements," Jones said.
Jones said the final fee depends on the number of candidates and that funds are available in the police contractual services budget. Council member Chanda asked whether the list is certified by a statewide board; Jones explained the local Act 78 board (four members) certifies postings and the resulting list for promotions.
The motion to approve the bid waiver and award was moved by Council member Hodorick, seconded by Council member Chanda; the voice vote recorded affirmative votes from Council members Hamilton, Hodorick, Brooks, Chanda, Mayor Pro Tem Gunn and Mayor Baker and the motion carried.
Actions: City staff will proceed with Emco to develop written exam and assessment-center processes and submit the resulting eligibility list to the Act 78 board for certification. The council recorded that funds are available in the police contractual services budget for this work. No contract amount was read into the record at the meeting.
