Mounds View School Board approves teacher nonrenewals, authorizes certificates to buy NYFS building; consent agenda passes

The Mounds View Public School District School Board met April 8 and approved several routine and substantive items, including the consent agenda, a resolution terminating probationary teaching contracts listed in the meeting materials, and a resolution authorizing the issuance of certificates of participation to finance acquisition of the NYFS building.
Board members moved and seconded the agenda at the start of the meeting; the chair called for the vote and, after a voice vote of “Aye” with no recorded opposition, the motion carried. Later in the meeting the board approved the consent agenda, which included acceptance of gifts totaling $2,230 for schools and programs and $57,258 for the Ralph Reeder Food Shelf.
On the personnel item, Julie Coffey, executive director of human resources, told the board that probationary teachers may be nonrenewed during the probationary period under Minnesota statute for reasons including performance, budgetary or staffing needs, one-year positions, and licensure issues. The board voted to terminate (nonrenew) the teachers listed in Attachment A of the meeting packet; the motion was moved, seconded, and carried on a voice vote of “Aye.” The specific list of names and positions appears in the meeting packet as Attachment A and was not read into the public transcript.
The board also approved a resolution authorizing the sale of certificates of participation and entering into a lease-purchase agreement to acquire the building that had been leased to NYFS. Superintendent Lennox explained that the district has leased space at the NYFS building for years and that negotiations concluded with a plan for the district to become owner-operator while NYFS would lease space from the district. The certificates, similar to bonds, will be used to finance that purchase. The motion to adopt the authorizing resolution was moved, seconded and carried on a voice vote of “Aye.”
Meeting minutes show no roll-call tallies in the public transcript; each of the motions cited above was adopted after a voice vote recorded on the transcript as “Aye” and the chair stating “Motion carries.”
