Board to consider multiple transfer‑student discipline cases under Policy 6.318; staff recommends denial in several instances

At the April 9 work session staff presented several transfer‑student discipline cases under Policy 6.318 and recommended denial of admission in multiple instances (including expulsions for threats, Title IX findings, classroom disruption and THC possession); the board was advised these items will be considered at a future meeting.
Rutherford County School System staff briefed the board on several transfer‑student discipline requests and recommended denial of admission in multiple cases under Policy 6.318, which permits denial of admission for students transferring from another system while under suspension or expulsion (except students in state custody).
Staff described five transfer cases the board was asked to amend or deny: a student expelled for making a mass threat; a student expelled following a Title IX finding; a student expelled for causing extreme classroom disruption; a student expelled for possession of THC; and a student expelled for making a threat. For each case staff cited Policy 6.318 and recommended denial of admission. The board was also notified of a disciplinary hearing appeal (case 250301) asking the board to review the disciplinary hearing authority’s decision regarding a remandment from Simon Springs Community School; the board may affirm, overturn or grant a hearing before the board.
Board members asked clarifying questions about alternative school capacity and the review options for the disciplinary hearing appeal. Staff confirmed Policy 6.318 as the governing policy for deciding admission requests when a student transfers while under disciplinary action.
