Redmond seeks $74,600 consultant contract to expand teen services outreach; council requests facilities input

Deputy Parks Director Zach Hovener asked the committee to award a consultant services agreement of $74,600 to “Stefferson Associates, Communications” for a teen services engagement project. Hovener said the work will implement phase 2 of a budgeted service enhancement to learn how current resources and services meet the needs of Redmond teens and to identify gaps.
Hovener described Phase 2 as implementation, engagement and reporting. Services include weekly coordination with city staff, materials development, tabling at community events and direct outreach to service providers and the school district. Planned outreach events listed in the presentation include municipal campus tabling, Beat the Bunny, Anderson Park Planet event, Cinco, Sound Transit, United Festivals, Redmond High School Choir, VegFest and Youth for Us. Staff described a mix of eight tabling sessions, four briefings and a community event in May. Hovener said the online questionnaire launched March 28 and is live through April 21; staff reported 202 responses to date.
Councilmembers asked about reaching teens who are not engaged through formal channels, including displaced and hard‑to‑reach youth. Hovener said staff will work with RYPAC, drop‑in providers and go to live music and open mic events to reach a wider variety of young people. Councilmembers also asked for council participation in outreach; Hovener said staff will invite council to the community meeting and coordinate timing so council members can attend. Several councilmembers requested that contractor scope include explicit questions about teen facilities and the built environment in addition to services; staff agreed to add that line to the scope.
Hovener asked the committee to place the contract on the April 15 council consent agenda. Committee members supported adding a facilities question to the scope and voiced no objection to moving the item to consent, assuming the scope change is reflected.
