Detention center readies shower and laundry projects; RISE funding renewal sought

Grant County’s detention-center chief reported operational updates on April 8, including staffing, accreditation work, RISE program status, and a planned infrastructure project to renovate showers and the laundry room.
Luis Olani said the facility had 87 detainees on March 30 with an average daily population of 89 for March. He said the RISE program had 31 participants in March (12 in-facility, 19 in the community) and that the program’s current funding runs through June 2025; the county is preparing and will submit a renewal RFA (request for applications) by April 25.
On facilities, Olani said a multi-area shower renovation is scheduled to begin in May and will be done in phases. "They're gonna work on 3 areas at the same time... They're looking at a turnaround rate between 5 and 6 days for each area," he said, and added that detainees will be transferred out temporarily while work and drying/cleanup occur. He also reported ongoing work on a laundry-room project and planning for a male-unit control enclosure.
Accreditation and staffing: Olani said one officer position is open and four officers are in training; the facility has conducted policy revisions and is preparing for a mock audit later in the summer. He said the facility is updating a five-year plan and coordinating budget inputs for the next fiscal year.
Why it matters: The shower and laundry projects are maintenance and health improvements that require temporary inmate transfers and operational coordination; renewal of RISE funding will sustain programming for justice-involved people transitioning to community services.
What was not decided: Commissioners did not take formal action on funding; the county will submit the RFA and manage transfers and scheduling internally.
