Buena Vista — The Town of Buena Vista Board of Trustees voted April 8 to amend the Public Improvement Agreement (PIA) for Crossman’s Addition to permit the issuance of building permits for four lots that will be developed by the Chaffee Housing Trust (CHT) once underground utilities are completed and accepted.
What the amendment does The amendment trims the original PIA’s requirement that all public improvements on Block 11 be finished before building permits may be issued. Under the approved change, building permits for Lots 54–57 may be issued after water, sewer, electric and telecommunications utilities are installed and accepted by the town; above‑surface work (streets, curbs, landscaping) may be completed later, and certificates of occupancy can be withheld if final improvements are not finished.
Why trustees approved the change Developer and project representatives told trustees the amendment will keep the housing project on schedule, avoid roughly a month’s delay and save an estimated $200,000 in carrying costs and interest that otherwise would be added to the project budget. Paul Anderson, representing the Crossman development team, said the CHT units were substantially built in the factory, that subs and infrastructure were engaged, and that the teams have posted letters of credit as financial backstops.
