At a March 25 meeting of Lynn's Public Property & Parks Committee, members approved several procedural and low‑cost items: an RFP condition for a landlocked parcel, donation of surplus equipment and permission for short‑term use of the City Hall foyer.
Land RFP: property described and restriction on permitted uses Committee members discussed a landlocked parcel of 43,117 square feet that lacks frontage on a public way. The assessed value was clarified in discussion: the committee corrected an earlier transcription error and recorded the assessed value as $10,000 (not $10,000,000). The committee directed that any request for proposals for the site explicitly limit future use to landscaping and parking only; legal staff explained the limitations and the reason for a restricted RFP was to avoid future roadway extensions and to preserve abutters' interests. A motion to approve the RFP language passed by committee vote.
Surplus equipment donation The committee approved an order allowing the Lynn Police Department to donate five surplus older‑model tasers to the Shelburne Police Department. The order also directed the law department to draft a release and waiver for execution by the Shelburne Police Department's authorized representative. Committee members said the donation follows prior year donations and stems from the Lynn Department's purchase of new tasers.
Foyer use requests and other calendar items The committee approved a request from the Lynn Public Library (Teresa Hurley) for use of the foyer on April 8, 2025, from 4 p.m. to 7 p.m. for National Library Week card signups and displays. It also approved a May Health Department request to use the foyer on April 9, 2025, from 10 a.m. to 2 p.m. to host community organizations during Public Health Week; Health Department representative Yurini Camarinos described a planned networking event with displays and resource sign‑ups.
Votes and next steps Motions on the RFP language, the taser donation and foyer requests were approved by voice/roll call in committee. The law department was directed to prepare required waivers for the taser transfer. Staff will post the RFP with the use restriction and notify abutters.
Ending Committee members reiterated that the low assessed value reflects development constraints on the landlocked parcel and said limiting allowed uses in the RFP would avoid creating future expectation of roadway extension.
