The Detroit City Council Internal Operations Committee on Wednesday recommended approval of multiple legal settlements, personnel pay range changes and a grant application, and it set a public‑hearing schedule for a proposed citywide language access policy. Several items were continued to future meetings for more information.
The committee voted to send a proposed amendment to chapter 23 (Human Rights) that would add Article 10 establishing a Citywide Language Access Policy to formal for introduction and to set a public hearing. The item will proceed to the formal docket for notice and hearing.
Members also recommended formal approval for a series of settlement payments and claims. The committee moved the following settlement matters to formal with recommendations to approve: Advanced Surgery Center LLC (as assignee of Lawrence Stomile) — $12,500; Robert Avery (police department claim) — $24,500; Brent Eugene Bracy — $20,000; Hassan Shabazz III — $35,000; a three‑draft settlement for Yolanda Bryant and related providers totaling $68,000 (26,500; 13,500; 28,000); Marie Studemay — $30,000; and Accurate Care LLC / Joey Hunter — $20,000. Taken together, the settlements the committee advanced sum to $210,000.
The committee authorized the Office of Development and Grants to submit an application to Bloomberg Philanthropies’ 2025 Global Mayors Challenge for $1,000,000 (no city match required) and sent that authorization to formal with a recommendation to approve.
On personnel matters the committee advanced requested updates to the official compensation schedule: reclassification pay ranges for deputy fire commissioner ($117,800–$176,700) and fire commissioner ($130,600–$195,900); several information technology classifications and pay ranges (including information security analyst and web developer ranges discussed in the packet); and adjustments for tax examiner classifications. Each compensation item was sent to formal with a recommendation to approve.
The committee also recommended approval of the city’s 2024–2027 labor agreement with the Emergency Medical Services Officers Association (BU‑3200) and sent it to formal with a recommendation to approve.
A number of items were postponed for additional review at the request of council members or departments: agenda item 5.2 was continued for two weeks; settlement item 6.2 (Advanced Surgery Center) was set for a two‑week bring back at the requester’s request; item 6.14 was continued for two weeks; and item 6.15 (a legal opinion request on privacy concerns regarding body‑worn camera review recordings) will be returned in three weeks.
Committee members and departmental attorneys asked that specific follow‑up materials be provided on the postponed items when they return to committee. Several motions were made without recorded roll‑call votes and were advanced on unanimous consent or without objection.
