Harlingen CISD board approves trips, contracts, budgets and personnel renewals in regular meeting

The Harlingen Consolidated Independent School District Board of Trustees voted unanimously to approve routine and substantive business items during a regularly scheduled meeting, including student travel to national competitions, award of multiple service contracts, monthly financial reports and the renewal and hiring of professional staff.

The board approved the consent calendar and a set of out-of-state trips: Harlingen High School JROTC’s travel to the 2025 U.S. Army and All-Services JROTC drill nationals in Daytona Beach, Fla.; six Texas Association of Future Educators students to the Educators Rising national competition in Orlando; and a memorial chess team to the United States Chess Federation national tournament in Orlando. Each trip was presented with the number of students and basic funding notes: the JROTC trip included 27 cadets with U.S. Army-provided transportation; the TAFE trip was funded through postseason/district funds; the chess team’s expenses will be covered by HCISD.

In business and facilities matters the board approved monthly tax collection and financial reports for March, budget amendments reallocating year-end and capital-related funds, and a list of vendor awards and construction contracts. The board accepted 14 award proposals for routine goods and services, including maintenance, curriculum materials, food-service items and two maintenance-note projects for mini-stadium lighting and playground equipment. It also approved renewal of property and boiler-and-machinery insurance through HUB International with a quoted premium reduction.

On capital services, the board approved the district’s ranked shortlists (three firms each) and awarded contracts for civil, geotechnical and MEP (mechanical, electrical, plumbing) engineering services. It also awarded construction contracts for building-envelope repairs at Dr. Abraham P. Conner Freshman Academy and for HVAC improvements at Harlingen High School South gym. The board approved an interlocal agreement authorizing two HCISD buses for the City of Harlingen’s summer recreation program for a rental fee.

Personnel items finalized after the meeting’s executive session included renewal of teacher and professional staff contracts for 2025–26, approval of specific teacher and professional staff hires referenced in executive session, and the employment of the assistant superintendent for secondary education. The board also adopted the TASB-recommended policy update 1-24 on second reading, covering ethics, investments, intellectual property, employee conduct, special programs, gifted-and-talented, child abuse reporting and conduct on school premises.

Votes were recorded by voice; most motions were unanimous. Several motions were made by Board members including Dr. Pettis, Dr. Connell Monreal, Dr. Reininger and Mr. Liao; seconds and roll-call-style voice votes followed and the chair announced the motion carried. The meeting also included presentations and recognitions that preceded formal business, and the board adjourned after approving election-related paperwork for a May trustee election.

With the approvals complete, district leadership said next steps include executing contracts, scheduling project kickoffs for capital work, finalizing personnel paperwork, and posting further details on the district website about relief and recovery efforts following recent flooding in parts of Harlingen.
