Council discussion acknowledged support for Coroner Pastrich’s proposed reorganization while several members repeated concerns about midyear pay increases outside the regular budget process. One council member said future pay requests should be made at budget time to avoid ad‑hoc midyear raises and to address fiscal uncertainty.
The council approved the ordinance on first reading, subsequently voted to suspend rules to consider it on the same agenda, and then adopted it on second reading. Each roll call recorded seven yes votes and no recorded no or abstentions.
The council did not adopt any immediate additional conditions on the reorganization at the meeting. Staff and some council members noted the reorganization responds to operational needs in the coroner’s office; the motion’s supporters said the changes were justified by department needs.
The ordinance takes effect as provided in the county code; the council’s financial staff will reflect reorganized positions in the coroner’s budget lines for the remainder of the year.
