"These are very rare exceptions," Parks said, adding the agreements often apply to families who work in one jurisdiction and live in another and need a cross-jurisdictional arrangement for childcare or scheduling reasons. Mandeville explained that Nevada and adjoining jurisdictions report attendance and that the Nevada Department of Education shifts money between districts based on reported transfers.
