Commission authorizes team to evaluate Enterprise cost proposal after single response to fleet-management RFP

At the April 9, 2025 meeting the Monongalia County Commission authorized its evaluation team to proceed with cost analysis and negotiate terms with Enterprise following a technical review of the vendor’s sole response to RFP 2025MCC-001 for fleet management services.

County staff said the procurement yielded only one proposal, from Enterprise. An evaluation team consisting of the presenter, Chris Pompili, the motor-pool director, and the county administrator performed independent technical reviews. The team concluded Enterprise met the minimum technical threshold of 70 percent and collectively scored the submission about 86.67 percent of available technical points.

Because only a single proposal was received, staff recommended — and the commission approved — allowing the evaluation team to open the cost proposal, perform a cost analysis and negotiate with Enterprise as needed to reach terms to bring back to the commission for final approval and execution. A motion to authorize the evaluation team to proceed was moved and seconded and carried with the commissioners present saying "aye." The commission did not vote on a final contract at the meeting; it authorized negotiation and return of a final agreement for later approval.

The RFP is identified in the record as RFP 2025MCC-001 (fleet management). The county indicated the technical evaluation required a minimum score of 70 percent; staff reported Enterprise’s technical score as approximately 86.67 percent.
