Commission authorizes cost review and negotiation after single bid on fleet RFP

County staff, who led the technical review, told commissioners that three evaluators — the presenter, Chris Bombili (motor pool director), and the county administrator — independently reviewed Enterprise’s proposal and found it exceeded the minimum technical threshold. The RFP requires a minimum of 70% of technical points; staff reported Enterprise’s technical score at about 86.67 points.
Because only Enterprise submitted an offer, commissioners voted to allow the evaluation team to open and analyze the cost proposal and to negotiate as necessary with Enterprise so a final agreement can be returned to the commission for approval and execution. The motion passed by voice vote.
Staff said the next steps are a formal cost analysis and any follow-up negotiations; the commission did not approve a contract on April 9.
The RFP number referenced during the meeting was 2025MCC-001, and enterprise was described as the sole bidder.
