Commissioners allocate current school‑zone camera revenue to jail renovation; debate over earmarking future receipts

Commissioner Nicks moved and Commissioner Lively seconded a motion to designate the cash currently in the county’s school‑zone camera fund to the county’s detention center renovation project; the motion passed.

County staff explained that state statute authorizes use of camera revenues for law‑enforcement or public‑safety initiatives; Michael (staff) told the board, “the statute doesn't give a whole lot of direction but it would seem to indicate that improvements of the jail would satisfy the statute.” Commissioners discussed whether to apply only the accumulated revenue or to commit future camera revenue as well.

Commissioner Kelly said she opposed committing all future camera receipts to the jail, stating, “I'm not for putting all of the entire camera fund money into the detention center,” and asked that the board reserve flexibility for other public‑safety projects such as upgrades to communications towers and generator work discussed in prior work sessions.

The board resolved to allocate the funds currently on hand to the detention center renovation and to decide later, during the annual budget process, how to treat future camera revenue. Staff said the camera fund currently holds about $83,000 and generates roughly $80,000 a month going forward; county estimates noted the jail renovation may cost substantially more than the current balance (design work of roughly $102,000 had already been incurred).
