Several trustees asked whether the board should delay the RFP until after Oakland Avenue is resurfaced in 2026; others argued the RFP process takes substantial time and that advancing the procurement now preserves options and permits detailed budget modeling. One trustee suggested staff could delay rollout to late 2026 or 2027 even if the RFP proceeds now.
Trustees noted the RFP is a procurement step rather than a policy change; final decisions about rollout timing and revenue expectations will be made after the vendor selection and budget review. The motion to approve the RFP passed by voice vote, 5–0.
Staff will publish the RFP, evaluate vendor responses and return with recommendations on system design, revenue projections and recommended implementation timing aligned with upcoming street projects.
