Board rejects single Stonegate bid, will re‑solicit pipe replacement work

The Greenwood Stormwater Board voted April 9 to reject a single contractor quote for replacing a failing corrugated metal pipe in Stonegate Subdivision and to re‑advertise the work.
Staff said USI Engineers prepared design and an engineer’s estimate of $83,765 for the project. Chris Jones, director of stormwater management, said the lone bid received — from Warrior Excavating — totaled $136,900. Jones said the primary difference was the pipe cost: the engineer estimated $42,000 for the pipe while the contractor listed about $109,000 for pipe materials.
Jones asked the board to reject the quote and authorize staff to solicit additional bids. A motion to reject the single quote and re‑advertise was made, seconded and approved by voice vote.
Why it matters: the pipe is corrugated metal and failing, producing sinkholes in the area; board members said replacement in kind with reinforced concrete pipe (RCP) is planned, but the bid prices were well above the engineer’s estimate.
Next steps: staff will formally reject the single quote and advertise the project again, seeking additional competitive bids and returning with an updated recommendation.
