Committee members agreed the memo should not be placed on the consent agenda and asked that the Facilities section of the full-board agenda include the note and revised ordering discussed by the committee.
The committee said it wants the full board to see a prioritized sequence emphasizing projects the committee believes can be completed before the ARPA spending deadline. Committee member Stephanie raised concerns that the draft memo did not visibly reflect earlier prioritization work. “I had thought we had somewhat prioritized these to be jail, JDC, coroner,” Stephanie said, urging that the courthouse design plans and coroner allocations be elevated in the written memo so the full board would see the committee’s intent.
After debate, the committee accepted an amendment that reorders the packet: putting the courthouse design plans first, the coroner items second, the primary Pope Jail projects next and consolidating JDC items together. Committee members noted some line items are already in progress and that numbers will change as bids and allocations finalize.
Members discussed several budgetary figures cited in the packet during debate: committee members referenced a roughly $2.5 million target for early spending and a roughly $200,000 budget estimate for a generator project (unit plus installation), though members cautioned both figures were planning estimates and could change. The committee also discussed inflation risk and the practical need to spend ARPA funds rather than return them if projects can be completed by the deadline.
The committee agreed the facilities committee would present the amended memo at the next full-board meeting and that the item would be discussed rather than placed on the consent agenda.
