The Shorewood village board on April 7 approved a request-for-proposals to retain an engineering and financial advisory team to develop a lead service line replacement plan, evaluate water mains and propose a financing schedule.
Staff told trustees the RFP is intended to produce a multi-year plan that addresses regulatory timelines (the village must deliver a lead service line replacement plan by 2027), prepares shovel-ready projects for the Wisconsin Safe Drinking Water Loan program and creates financing options to be revisited periodically. The scope asks firms to plan for an initial multi-year engagement so the village can pivot if regulatory or funding circumstances change.
Trustees asked whether the contract would include termination language and confirmed the RFP covers professional services (engineering and financial planning) only; construction procurement would remain separate. Several trustees stressed the need for flexibility in the plan to respond to shifting state or federal rules.
A motion to approve the RFP passed unanimously (5–0). Staff said the village will return to the board with recommended firms and a proposed contract if the RFP produces suitable proposals.
