Linda Mclemore, a staff member, requested the extension to move the adoption deadline from April 1 to June 15 so the agency can finish rulemaking and respond to public comments. Mclemore said the rule is intended to take effect Jan. 1, 2026, to align with a new federal requirement.
Mclemore told the committee the proposed rule was filed in August 2024 and a public hearing was held Sept. 11; there were no attendees, but the agency received written comments. She said the extension was necessary in part because she had taken leave after a family medical emergency and only recently returned to full-time work.
Representative Bodie moved to grant the extension; the committee approved the motion by voice vote.
