Judiciary hears brief on proposed chloride contamination program and best management practices for salt application

The House Judiciary Committee heard a brief summary of a proposal to establish a chloride contamination program focused on winter deicing and dust-control salt application. Michael Grady, Office of Legislative Council, described a draft purposes section to be advanced to the Natural Resources Committee that would set best management practices (BMPs), require reporting and certify commercial applicators.
Under the proposal, the statute's purpose language would direct the secretary to establish a chloride contamination program and BMPs intended to reduce salt application while preserving road safety. The BMPs would include a certification for applicators, reporting requirements on amount of salt applied, and an Agency of Natural Resources report on salt‑shed coverage and other items already in the agency's current reporting.
The draft would also require the Agency of Natural Resources to recommend whether to create limited liability for commercial applicators who complete the certification program. Michael Grady said Natural Resources would report back with recommendations; Rachel and Amy were mentioned as staff contacts for further drafting.
What was not decided
Judiciary did not take possession for final action. The presenters said the proposal would go to Natural Resources for substantive work and that Judiciary would likely not require immediate possession. Committee staff will coordinate with Natural Resources and with legislative sponsors on current draft language.
