Public commenter raises concerns about Fremont County Library survey and HB0043 implementation timeline

A member of the public raised concerns about the Fremont County Library's recent community survey and about the library board's handling of a new state law that requires age verification for certain online material.

The commenter, identified in the transcript as Karen, said she had reviewed the library survey and found signs of bias and repeated pasted comments; she said 1,919 people responded to the survey and that roughly 1,122 respondents were from Lander, which she suggested skewed results. "It appears the same comments were pasted under different headings... only those comments that would seemingly make the library look good are pasted," she said.

Karen also asked the board to note the timeline for HB0043 ("age verification for harmful web websites with harmful material") which she said takes effect July 1, 2025, and urged that the library board and director plan for implementation rather than delay. She said a library board member had asked about the law at a recent board meeting and was told to wait until the next meeting; Karen said that response left little time for implementation.

Commissioners acknowledged the public comment and several commissioners reviewed the jurisdictional boundary between county oversight and a library governing board: the county has an advisory/liaison role, commissioners said, and direct governance of the library lies with the library's governing board unless there is a "severe" problem that would warrant county intervention. Commissioners did not direct staff to take action; they characterized the comments as matters for the library's governing board to address.
