Paulding County discusses asphalt surface-treatment award and approves extra engineering funds for Metromont Road
Summary
County staff recommended awarding a 2025 triple bituminous surface treatment contract for 8.695 miles to Northwest Georgia Paving and requested a supplemental engineering agreement with RK&K LLP to resume and extend design work on Metromont Road; funding sources cited were general funds and SPLOST.

Paulding County commissioners heard presentations on two transportation contracts: a recommended award of the 2025 asphalt bituminous surface treatment, Project No. 1, to Northwest Georgia Paving Inc. for $703,113.75, and a supplemental agreement with RK&K LLP to add $41,260 in engineering work on the Metromont Road improvements.
County Department of Transportation staff said the surface-treatment contract covers 8.695 miles, a triple bituminous surface treatment with prime coat and a box seal on 11 roads. DOT said the low bid of $703,113.75 was 17.5% lower than the county estimate and lower than a similar 2024 contract; funding for the surface-treatment project was identified as general-fund dollars.
Separately, staff described the Metromont Road design contract originally awarded to RK&K LLP on Sept. 28, 2021, for $129,268.56. DOT said work slowed because of staffing shortages and that resuming design requires additional scope for extended pay limits, right-of-way negotiation hours, revisions to Old Roper Road design, and traffic-control planning. The requested supplemental is $41,260, which DOT said brings the total engineering agreement to $170,528.56. DOT provided a tentative letting date of fall 2025 but noted multiple right-of-way parcels still must be acquired.
Why this matters: the projects affect safety and road surfaces across multiple commission posts. Commissioners asked staff for clarifications about per-mile costs, paving versus surface treatment choices, and constraints such as right-of-way limits that make full paving infeasible on some segments.
Details reported by staff: the surface-treatment contract covers a triple-surface aggregate-and-tar application intended to provide a harder sealed surface than basic crushed-millings treatments; the Metromont work will include widening a nonresidential segment to county nonresidential standards and intersection geometry improvements at Rosedale Drive and Ingram Road. DOT said funding for the RK&K supplemental will be provided by SPLOST (Special Purpose Local Option Sales Tax). The project schedule remains contingent on right-of-way acquisition.
No roll-call vote on the contract awards was recorded in the available transcript. DOT and finance staff recommended award of the asphalt surface-treatment contract to Northwest Georgia Paving Inc. and presented the RK&K supplemental for board authorization.
Ending: Staff said they will return with final agreements, right-of-way status updates and a refined letting timetable; commissioners did not state a formal roll-call vote on the surface-treatment award in the recorded segment.
