The Murfreesboro Planning Commission on April 9 recommended that City Council approve the abandonment of a portion of the Blackman Road public right‑of‑way at the intersection with Hartman Farm Court, subject to conditions set by staff.
SCC Inc., the applicant, asked to abandon a remnant piece of right‑of‑way created by an earlier realignment of Blackman Road. Planning staff reported they solicited comments from city departments and utility providers and incorporated those responses into a memorandum attached to the staff report.
Staff recommended conditions of approval requiring the applicant to provide legal descriptions and exhibits necessary for the city to draft abandonment instruments, to pay recording fees, and to submit a subdivision plat that combines the abandoned right‑of‑way with the adjacent lot. Staff also required that recorded easements protect existing utility and drainage infrastructure serving adjacent properties.
The commission opened a public hearing; no members of the public spoke. Commissioners asked for confirmation that any approval would be subject to the enumerated staff conditions, which staff affirmed. A motion to approve “subject to all staff comments” passed unanimously.
The commission’s recommendation will be forwarded to City Council for final action. Staff materials in the record include the abandonment exhibit, departmental comments, and a draft list of required legal instruments and platting steps.
