Commissioners table HomeWise 'Envuelo subdivision in Agua Fria to May 13 after community asks for more review

The board of county commissioners on April 8 voted to table action on a conceptual plan and subdivision plat application by HomeWise (through Jenkins/Gavin) for a 30-lot subdivision in the Agua Fria traditional community. The applicant sought conceptual, preliminary and final plat approval for a 10.16-acre property in the Agua Fria overlay, proposing 30 residential lots and five acres of open space (including 1.15 acres of developed open space). HomeWise representatives said the property would connect to city water and sewer, include an eastbound left-turn lane on Rufina Street and include 20% affordable units above the code minimum.
Agua Fria Village Association leaders told the board they had outstanding questions after a March 17 county pre-application meeting and asked the commission to postpone action until the association received additional materials and clarifications from county planning and staff. Concerns cited by the community included consistency with the Agua Fria community plan, how the county's Sustainable Land Development Code is being applied for traditional communities, traffic and access on Rufina Street, and the lack of explicit connections between the new subdivision and adjacent neighborhoods.
Commissioner Lisa Kokari Stone moved to table the case; Commissioner Hank Hughes seconded. The motion passed without opposition. County staff and the applicant agreed to work with the Agua Fria Village Association and provide requested information ahead of the rescheduled hearing.
Why it matters: Land-use decisions in designated traditional communities carry cultural and neighborhood implications; the community asked for more time to review materials and to ensure the county's community plan and development code were being applied in a way the association could assess.
