Cincinnati board votes to bring athletic directors into district under CAS classification

The Cincinnati Board of Education voted unanimously April 7 to accept Superintendent Murphy’s recommendation to bring high-school athletic directors into district payroll and assign them to report to individual school principals.
Under the motion the board approved — described in the superintendent’s materials as “option 2” — athletic directors will transition into a CAS-equivalent role (CAS is the district’s administrators’ collective-bargaining structure) and be brought fully into the district by August 2025. “My recommendation is going to be that they would transition August 2025,” Superintendent Murphy said during the presentation.
Why this matters: The change shifts athletic directors from their current outside-contract arrangement to regular district employment. Board members and staff said the move aims to align pay and job expectations, and to avoid hourly pay that could generate overtime. Superintendent Murphy and staff credited Athletic Director Josh Harden and Assistant Superintendent Amy Randolph for planning the transition.
Board discussion focused on pay structure and job title. Board Member Craig said he supported a salaried approach because “they do a lot of stuff off schedule” and hourly pay could drive overtime. Board Member Weinberg and Vice President Bolton asked that a broader job title be considered to reflect after-school activities beyond athletics; the administration suggested “school community coordinator” or “activities coordinator” as possible alternatives to avoid confusion with existing director-level CAS roles.
Motion and vote: Board Member Weinberg moved to adopt option 2 (CAS-equivalent transition); the motion was seconded. Treasurer Wagner recorded the roll call; the motion passed by a 7–0 vote. Treasurer Wagner summarized the tally as “seventh to nothing.”
Next steps and open questions: The administration said it expects current ADs to remain in place rather than run a replacement hiring process, and it will return with a timeline and implementation details. The board asked staff to provide a detailed implementation plan (job descriptions, salary alignment, and any name/title changes) before positions are finalized.
